Housing Authority of the City of El Paso

Public Housing provides assistance for low-income families, the elderly, and persons with disabilities.  In El Paso, this program includes a variety of housing sites, including multi-family developments, high-rise towers and scattered site homes.  HACEP’s low-income public housing program includes 46 family developments that consist of one-to-six bedroom apartments and four high-rise towers totaling over 6,000 units. To the 18,300 El Pasoans, these are their homes.  They are sprinkled across the city and accommodate a wide range of family sizes from studio units to six bedroom apartments. 

HACEP is committed to develop housing for persons with special needs.  Under the low-income public housing program, all developments were designed to accommodate persons with disabilities.  HACEP also has a very active scattered site rental program that consists of 260 single-family and duplex homes scattered throughout El Paso. 

Project Amistad

Project Amistad offers a variety of transportation options to residents living in the Far West Texas region.

Besides transporting Medicaid-eligible clients, Children with Special Health Care Needs Services who are diagnosed with cancer or cancer related illness and meet program financial and residential eligibility, Project Amistad provides transportation to thousands of persons through various contracts and partnerships with the City and County of EI Paso, TxDOT, and various local agencies. If approved, Project Amistad will provide transportation to doctor’s appointments, cancer treatments, therapy, dialysis, pharmacies, or other approved medical appointments.


Del Sol Diabetes Education

The Las Palmas Del Sol Healthcare Diabetes Treatment Center provides comprehensive therapies and education that teach patients how to enjoy a healthy lifestyle. As the only American Diabetes Association (ADA)-recognized Diabetes Center of Excellence in El Paso, Del Sol provides safe and effective treatments while supporting patients as they learn to understand and cope with the physical, emotional and social implications of diabetes. The program is designed for persons with Type 1 Diabetes, Type 2 Diabetes and Gestational Diabetes.

Education programs are available for newly diagnosed and previously diagnosed patients with diabetes.


Sun Metro Services for Disabled Riders


People with disabilities are individuals who, because of illness, injury, age, congenital malfunction, or other permanent or temporary incapacity or disability (includes both non- and semi-ambulatory) qualify as disabled. Applicants must present current, valid Texas picture identification along with application.

  1. Permanent Disability ID card expires Five (5) years from the date of issue.
  2. Temporary Disability ID card expires 12 months or less from date of issue. 

A social security disability letter is not a valid certification for permanent or temporary disability reduced ID card. Social security letters lack adequate information relating to the medical condition that fully establishes the functional capacity of the disability and do not specify or relate to one of the ten eligible criteria listed on application for reduced fare, considered transportation disabled.

Exclusions to the Reduced Fare eligibility include pregnancy, obesity, acute or chronic alcoholism, contagious diseases and temporary disabilities with duration of less than 90 days.


Medicare recipients automatically qualify for a reduced fare ID card. Applicant must present their Medicare Card and proper picture identification.

  1. Card expires five (5) years from date of issue
  2. Medicaid recipients do not qualify for a disabled ID card.


Sun Metro Lift

The LIFT is Sun Metro's paratransit service for ADA paratransit-eligible clients, providing origin to destination (curb-to-curb), on-demand transportation using small buses equipped with hydraulic mobility device* lifts and tie downs; as well as contracting with private operators using regular passenger vehicles.

You may be eligible for the LIFT if you have:

  1. A disability which prevents you from independently getting to/from a bus stop or transfer points. This includes if you are unable to navigate through Sun Metro’s Fixed-Route system without the assistance of another person.
  2. A disability which prevents you from independently boarding, riding and exiting a Sun Metro fixed-route bus. Individuals who live outside El Paso city limits can still apply and utilize the service when traveling within the city limits.
  3. Individuals are also eligible when travel on an otherwise accessible route is prevented due to the inability to deploy the lift or ramp at an inaccessible bus stop
